First, on the local (as in Iowa) level.... Governor Culver is under fire for shortchanging schools in his budget proposal. The proposal would grant community colleges only about $177.5 million or about 2% over last years budget. The requested amount was almost $188.9 million. Culver says that partisan rhetoric is behind the outcry from legislators.
